Based on many years of input from our community, Three Rivers Hospital is making necessary upgrades to our facility. We are prioritizing critic
al upgrades that enhance patient care, safety, and comfort — while preserving and maximizing use of our existing space. In March 2025, the Board of Commissioners approved a scope of work developed by Theorem Architecture that prioritizes patient care, safety and sustainability.

Why are renovations necessary?
Much of our hospital infrastructure has reached the end of its useful lifespan. Key systems — such as electrical, plumbing, and HVAC — can no longer fully support modern healthcare demands, and replacement parts are increasingly difficult to obtain. Updating these systems is essential to ensure safe, reliable care.
We’ve also outgrown some of our spaces. An outdated layout makes it harder to support patient privacy, smooth staff workflow, and infection control. Renovations will help us provide a better patient experience while enabling more efficient, high-quality care.
What will these improvements include?
The renovation project will focus on:

Updated inpatient rooms, each with a private shower for improved comfort and dignity

Upgraded building systems (electrical, plumbing, medical gas, HVAC) to meet modern codes and healthcare standards

A new roof for long-term protection

A modest, two-story addition that connects the hospital to our clinic, Three Rivers Family Medicine, featuring:

Laboratory: Expanded space for modern testing equipment in a temperature-controlled environment

Radiology: Larger rooms to accommodate today’s imaging technology

Surgery: Operating rooms expanded to meet current state health department requirements

A new, centralized entrance for all hospital services, improving convenience for patients and visitors

- A designated ambulance bay attached to the existing ER for quicker, more efficient patient transport
Our goal is to create a stronger, more sustainable hospital that meets the evolving needs of our rural community — without starting from scratch.
What is the cost to residents?
Three Rivers Hospital is a public hospital district, which means we all help to keep health care services in our community. Building improvements like this are spread over 30 years, so the cost will be about 78 cents per $1,000 of assessed property value. (For a home valued at $300,000, that’s about $234 a year.) By law, these funds can only be used for the hybrid renovation project.
Three Rivers is also researching grants and loans that may help cover part of the cost.
Will changes to Medicaid impact our ability to complete this project?
No. Earlier this summer, Three Rivers Hospital appeared on a list of hospitals flagged as “at risk” due to federal Medicaid funding cuts. This list has been widely shared and has understandably caused concern.
We are confident in our ability to adapt to these changes and continue providing vital local healthcare for our communities well into the future. This hybrid renovation is part of how we make sure we stay here long-term. Renovating now means we can serve patients better and keep care local, even when funding challenges come up.
Additionally, our team continues to advocate for rural health care with state and federal legislators.

Timeline

This renovation will help patients because their medical needs matter, and it is important that we can offer every single person in our diverse, widespread district the safest, most efficient, affordable, and local care possible.

Updated facilities will provide a safer and more comfortable experience and a more efficient healing environment. Improved infrastructure will support advance medical technologies for enhanced patient care. One of the things I am most excited about is the remodeled inpatient rooms, which will have a private shower in each room. It may seem like a small thing, but when you are not feeling your best, you don’t want to go down the hall to take a shower.

While our laboratory team is dedicated to providing excellent patient care and diagnostic testing, our current laboratory space is nearing its capacity. The continual growth in the size of laboratory equipment and the supplies needed will cause overcrowding, which can lead to issues with temperature regulation and efficiency. To maintain our high standards and meet the future healthcare needs of our community, we need a larger, modernized space.

Three Rivers Hospital’s renovation request is desperately needed to replace aging infrastructure and outdated spaces that no longer meet modern safety, efficiency, and patient care standards. Without these upgrades, the hospital risks falling behind in providing the quality healthcare the community depends on.

The renovation will help patients because we will be able to maintain high standards. By moving forward with renovation, we will be able to modernize and stay with the times in the areas of equipment, technology, safety and building standards. I am proud to work in a place with such an excellent medical team where we aim to treat our patients as we would our family. We need to update our building to continue to meet the medical needs of our community to keep you safe and healthy.
This renovation will help patients because it will provide updates to our outdated building. For example, sliding doors. As simple as this is, it makes an impact on accessibility for our patients with mobility aids such as wheelchairs, or injured patients using crutches. Having sliding doors will help with easier access entering the building.

With the renovation, we’ll have modern private rooms, cleaner and more efficient surgery and ER spaces, and a power plant that saves energy and supports all our departments.

Every day, we save a life. This renovation will help us save so many more lives. Your loved ones are important to us.
This renovation will help patients because expanded electrical capacity allows us to bring in cutting-edge surgical and imaging technology close to home.
Resolution 2025-7
A RESOLUTION of the Commission of Public Hospital District No. 1, Okanogan and Douglas Counties, Washington, providing for the submission to the voters of the District at a special election to be held therein on November 4, 2025, in conjunction with the state general election to be held on the same date, of a proposition authorizing the District to issue general obligation bonds in the aggregate principal amount of no more than $45,000,000 (or such lesser maximum amount as may be legally issued under the laws governing the limitation of indebtedness), for the purpose of paying or reimbursing costs of constructing, equipping, and furnishing improvements to Three Rivers Hospital, the principal of and interest on such bonds to be payable from annual property tax levies to be made in excess of regular property tax levies; designating the Superintendent of the District and bond counsel to receive notice of the ballot title from the Auditors of Okanogan and Douglas Counties, Washington; and providing for related matters.
