Three Rivers Hospital Board of Commissioners

The Board of Commissioners determines the policies of the district; provides the administration and application of public funds; maintains accurate records of district finances; assures appropriate standards of professional care, and furnishes every reasonable protection for the patient. The commissioners of Okanogan Douglas County Public Hospital District #1 are elected to at-large positions, and they represent different communities within our district.

Mike Pruett

Mike Pruett – Chair
Email – Winthrop, WA

Mike Pruett has served on the Board of Commissioners since 2012 and has been the board’s Chair since 2019. He has been a resident of the Methow Valley for over 30 years. Mike brings extensive community experience as a former small business owner, a Chamber of Commerce member, and a volunteer with local programs including the Methow Valley Sports Trails Association and Loup Loup Ski Bowl. His involvement in these activities gives him first-hand knowledge of the community’s needs and concerns.

During his tenure on the board, Mike has also been active with the Washington State Hospital Association, advocating for rural healthcare in Olympia and Washington, D.C., and serving on the Hospital Governing Boards Committee.

Cherri Thomas

Cherri Thomas – Vice Chair

Cherri Thomas has lived in Winthrop year-round since 2012. She and her husband, Vaughn Thomas, have vacationed and owned a cabin in Mazama for 10 years, and are the parents of three grown children. With an associate degree in nursing (RN), Cherri has worked for PeaceHealth as a critical care and emergency RN and clinical information systems project manager. She now works for the Alaska Native Tribal Health Consortium as Director of Projects and Planning for Clinical Informatics.

Leslie McNamara – Secretary

Leslie McNamara has served on the Board of Commissioners since August 29, 2017. She is deeply rooted in the community, with her husband’s family having lived in the area for generations, and they run a third-generation, family-owned business in Brewster. Having grown up in rural Alaska, her family migrating there before statehood, Leslie recognizes the need for accessible, affordable, and capable rural healthcare.

Leslie brings a diverse professional background in finance, real estate, law, and education. She is also actively involved in state and federal advocacy efforts for rural healthcare, and her volunteer work includes prior board membership for local and national associations and churches.

In her spare time, Leslie enjoys taking advantage of the area’s outdoor activities, including hiking, whitewater rafting, kayaking, and gardening.

Tracy Shrable

Dr. Tracy Shrable – Commissioner

Dr. Tracy Shrable was born and raised in the Brewster/Bridgeport area. Tracy and his wife, Kristy, have four children, and have owned Back to Health Chiropractic and Massage on Main Street in Brewster for 18 years. Tracy was appointed to the board in 2010, then won his seat in the general election for a six-year term in 2012. Until January 2021, Dr. Shrable served as the board secretary.

David Garcia – Commissioner

David Garcia was appointed to Position No. 1 on April 29, 2020. He grew up in Okanogan and has lived in Brewster for over 20 years. David has been an insurance agent for 15 years and has owned the Farmers Insurance agency office in Brewster for more than 10 years.

“Helping people with their needs has always been rewarding, so serving on the board felt like a natural way to give back to the community,” David said.

In his free time, David enjoys outdoor activities such as fishing and hunting, and spending quality time with his wife and four children.
